As you explain, appointing black people to token positions is a paltry and inadequate 'top down' attempt to fast-track the remedying of racial disparities.

Of course, the other kind of tokenism, whereby white people are appointed to positions for which they have little or no aptitude, is just as bad and has gone on for centuries.

Ultimately, the only remedy for the covert exercise of racially biased discretion is heightened scrutiny, whereby an appointments review board is tasked with challenging those making appointments to explain their track record of persistently denying any involvement in leadership or leadership mentoring opportunities to qualified and motivated black candidates.
